Peter Cleary is a Senior Consultant at Santis Health, bringing 10 years of policy, issues management and strategic communications experience with three different governments. He joined the firm after serving as Director of Parliamentary Affairs for the Hon. Jane Philpott, Minister of Health in the Government of Canada. During his time on Parliament Hill, Peter served as the senior issues manager and legislative aide and advisor, maneuvering key initiatives through the legislative process including the government’s landmark assisted dying legislation, proposed legislation to respond to the opioid crisis as well as proposed legislation to regulate vaping products and introduce plain packaging for tobacco products. In addition to creating issues management strategies for Health Canada’s many regulatory responsibilities, Peter contributed to the Minister’s substantial health policy agenda, which included the successful negotiation of a 10-year health accord agreement with provinces and territories. This agreement made substantial targeted investments in mental health, home care, prescription medications and health innovation.
Previously, Peter worked in senior roles for both the Dalton McGuinty and Kathleen Wynne governments, including as Chief of Staff to the Minister of Agriculture, Food and Rural Affairs, Jeff Leal in the Government of Ontario. During his time as Chief of Staff, the government had an aggressive strategy to expand the food processing sector in Ontario and increase trade to foreign markets, culminating in the first Agriculture-led trade mission to China and the creation of the Food and Beverage Growth Fund to stimulate growth and create jobs in Ontario. As Issues Manager for the former Minister of Health, Hon. Deb Matthews, Peter exercised high-level diplomacy to solve complex issues within short time frames and limited resources regarding Ontario’s $50-billion healthcare delivery system. Previously, Peter also served in several advisory capacities for the Minister of Community and Social Services.
