Santis Expands Federal Team with the Addition of Jill Pilgrim and Dave Penner

Ottawa, ON – March 13, 2025 – Santis Health is proud to announce the expansion of its federal government affairs team with the addition of Jill Pilgrim as Senior Consultant and Dave Penner as Senior Director. Their extensive expertise in public policy, health care and stakeholder engagement strengthens Santis’ ability to support clients in navigating Canada’s evolving political landscape.

Jill joins Santis following nearly a decade in the federal government, where she provided strategic counsel to four Ministers across three key portfolios. Most recently, she served as Director of Policy (Health Systems) and Legal Affairs to the Honourable Mark Holland, Minister of Health, playing a key role in national health policy, including the Working Together and Aging with Dignity agreements. She has extensive experience in federal, provincial, and territorial government affairs and is a licensed legal practitioner in Ontario. 

Dave brings over 30 years of experience in government relations, stakeholder engagement and public affairs. Working in Parliament for nearly 20 years, Dave served as a senior advisor to Prime Minister Stephen Harper, including as Director of Appointments. Prior to his role in the Harper government, Dave supported numerous leaders of the Official Opposition and Members of Parliament. A seasoned political strategist, Dave has played senior leadership roles in multiple federal election campaigns and remains active in community service and mentorship. Outside of Government and Parliament, Dave was Director of Advocacy and Policy at the Canadian Pharmacists Association, leading efforts on pharmacare and federal health initiatives. He also held senior roles at Canada Post, including Director of Stakeholder Relations and Public Affairs.
